Hessen state government tightens crown protection ordinance

Among other things, the adjustment relieves people who have received booster vaccines, tightens restrictions on contact during meetings with unvaccinated people, and sets “hot spot regulations.”

The government of the state of Hesse has again strengthened the current Ordinance on protection against the coronavirus and decided on further restrictions in the fight against the pandemic. “Unfortunately, the situation remains serious, so we are increasing the level of protection. The number of infections is still too high, hospitals are at the limit of their capacity and the Omikron variant of the virus presents us all with new challenges. to the high use of intensive care units, extensive protective measures have already been taken in Hesse. In particular, we have introduced the 2G rule in many areas in order to reduce the risk of infections and to protect groups in particular vulnerable against serious illness, “explained Minister President Hesse Volker Bouffier and Minister for Social Affairs Kai Klose.

Current numbers call for further stages

“However, the high number of infections and the expected additional cases in hospitals and intensive care units make additional measures necessary. If we do not take countermeasures, there will always be a risk of overloading the system. health. Consequently, the Parliament of the Land of Hesse has adopted a resolution which allows additional measures to be taken insofar as and as long as there is a concrete risk of the spread of Covid-19 in Hesse. On this basis, we have adapted our current regulations in order to prepare for the coming weeks, “said the head of government.

“Currently, especially in hospital care zone 6 in southern Hesse around Darmstadt, hospitals are very heavily occupied. As a further increase in numbers is to be expected during the week, we thwart and create now a relief, ”Health Minister Klose said. As of today, 15 patients should therefore be transferred to less burdensome care areas. “This way we ensure good care options for all patients. This approach proves once again the strength of our forecasting and control instruments, such as the Stationary Planning Staff, which constantly analyzes the situation, ”continues Kai Klose.

In view of the high number of infections, the Landtag of Hessen declared at its meeting on December 7 that § 28a (1) to (6) of the Federal Infection Protection Act were applicable in principle. This will allow further action to be taken to contain the pandemic.

These other regulations of the ordinance on protection against the coronavirus apply from Thursday, December 16, 2021:

Relief for those who received a booster vaccination

Wherever the 2G Plus rule applies according to the Coronavirus Protection Ordinance, those vaccinated and recovered must submit a current negative corona test. This testing requirement is now removed for people who have already received a (third) vaccination booster.

Contact restrictions for meetings with unvaccinated people

There are additional contact restrictions for public meetings in which at least one unvaccinated or unhealed person participates: only their own household and a maximum of two people from another household are allowed to meet. The previous exceptions, for example for people under the age of 18, will remain in place.

Outdoors: for large events with more than 3,000 participants, wearing a mask will be mandatory in the future, although the distances may be maintained.
Indoors: for larger indoor events capacity will be limited to 25% from the 251st guest. This means that the first 250 seats can be fully utilized. With all other seats, only one in four seats can be taken.

Extension of the 3G rule

In the future, 3G will also apply to visitors to hospitalized child protection establishments. In nurseries, the 3G rule applies to (self-employed) staff.

Ban on fireworks in busy public places

Fireworks (from category F2) cannot be burned in busy public places. Small fireworks such as sparklers or firecrackers are always allowed. The places affected are determined by the municipalities. The federal government also announced that it would ban the sale of (bigger) fireworks nationwide.

Access point control

As soon as the incidence in a neighborhood or city without a neighborhood exceeds 350 for three consecutive days, additional “hotspot regulations” come into force on the spot the next day.

– Prohibition of alcohol in squares and squares with high traffic. These are determined by the municipalities.
– Masks are compulsory in pedestrian areas. The exact area is determined by the municipalities.
– For events (more than 10 people) as well as in the cultural, sports and leisure space (sports field, sports hall, cinema hall, theater, etc.) and in restaurants, as well as for overnight stays tourism: Inside 2G-Plus. Excluding 2G.
– Christmas markets: Access only for vaccinated and cured individuals (2G). Municipalities can also enact an alcohol ban in zone 2G.
– 3,000 participants and more, the 2G Plus rule also applies to outdoor events. The mask requirement remains in place.
– Limit the number of people at private parties and gatherings to 50 indoors and 200 outdoors.
– Closure of dance halls, clubs and discotheques as well as places of prostitution.

These “hotspot regulations” expire when the incidence value is below the threshold of 350 for five consecutive days.

The regulations will come into effect on December 16. This means that the first day that new hotspot rules can take effect in a hotspot municipality is December 19.

“We ask all of you to follow the rules during the holidays and to apply distance, hygiene and masks. Please get vaccinated – whether it is an initial vaccination or a booster, every vaccination helps us leave the pandemic behind! “said Health Minister Kai Klose, who refers to the many vaccination options that exist in Hesse – and which are also actively used:” Today we administered the ten millionth vaccine in Hesse since the start of the vaccination campaign. This is an impressive number. I would like to thank all the partners of “Impfallianz Hessen” and their employees and assistants from the bottom of my heart for this great common effort, ”continued Minister Klose.
